Anyone know what this application actually does?
I know it runs almost all the time.

The only response I found is that it relates to PRL, profile and possibly other OTA updates. Doesn't seem to be much about it anywhere...

I could not find much either. I froze it and it seems to have no ill effects that I notice, key words being that I notice. About the only app that no one really knows what it does.
