Default Plugged in, not charging

For some reason, when I have my phone plugged in via wall charger or through USB to my computer, it's not charging at all. In fact, the battery is actually draining out of it. I have no idea why. The phone is at normal temperature, and it only started doing this this afternoon. It's on Airplane Mode so battery drain should be minimal. It's been off most of this time and saying that it's charging.

A moment ago, I turned it off and connected it to the charger, but all it has been doing mostly is flashing the LG screen on and off. Right now it's at least showing the battery charging screen when pressing a button, but that hasn't meant much of anything.

Current charge is ~4%.

EDIT: It's at 0% now. Again, neither the wall charger, nor USB will help.

I wouldn’t say this but it’s happened to me: try a different USB cable.

There were some charging problems reported right after the Gingerbread (Android 2.3) update. I'm not sure if you're suffering from that.

As Jefboyardee said, the first thing that I'd do is try a new (known-good) USB cable. USB cables (especially the cheap aftermarket ones) tend to fail. I've broken several of them. They look fine, but they either don't charge or don't allow a data connection to the PC.

A dumb mistake I've made in this regard is to use an outlet connected to a wall switch, without checking to make sure it was turned on. Also, when I recently had to rent a car I found that neither of the lighter jacks would work to provide power or recharge anything. Yet the same car chargers I was using worked fine in my own car, before and after.

I've also had the OP's experience and found that the USB end of the cable wasn't fully seated into the wall-wart's receptacle.
