Default Blinking WiFi icon

First off, I apologize if this issue has been addressed before. I have tried the forum search feature, as well as Google, and have found this issue brought up, but not addressed.

My wife has the AT&T LG Thrill 4G Optimus 3D Android phone. Here is the important information:
Model LG-P925
Android 2.3.5
Software LGP925-V20p-FEB-22-2012
Not rooted

And the issue is a blinking WiFi icon. Now, there are two parts to this one.
First Part. We came home, where we heavily use WiFi as our preferred connection. Outside home, she usually keeps WiFi off for battery reasons. She pulled down the notification bar, from where she normally activates WiFi. This time, it just blinked a few times and returned to the off position. We tried a few times, and still the same results were given. Skip forward some internet searches, and as I went to look up all of the software information for this post, the settings app would not work properly. I would hit the menu soft key from the home screen, hit settings, and I would be presented with a black page with the settings title on the top of this screen. Tried this twice.
Second Part. I rebooted the device (wow that's a long boot time!). Once booted up, WiFi was automatically activated and connected. So I tried to reproduce the same results. I turned WiFi off via the notifications bar, and tapped it again to enable WiFi. It blinked a few times like before, but then remained activated and connected.

Here's the question. What went wrong with WiFi and/or settings the first time, and how can I fix or avoid that? I must admit that I think there were a lot of bugs with the Gingerbread update, but that may just be this device as it was a refurb.

I have had the same problem for the year i have had this phone. The only way to resolve this is to reboot the phone. Since i rooted my phone, i go the app Quick Boot and put a widget button on my screen to reboot it. You will also realize that if you leave the wifi turned on and it doesn't connect, it might continue to keep your phone alive and drain the battery faster. I have used BETTERBATTERYstats app (free on xda developers site) to find out that it was not an app draining my battery, but the fact it fails to connect to the wifi because of this issue. i suggest rooting the phone and installing Quickboot and put a widget to reboot it. This happens to me once every other day.
