Pics are data. The phone must have "data enabled" in the settings. My wife had the same problem and it took me awhile to figure out she disabled data to her phone. I'm not sure if this is the same as your problem but go somewhere there is wifi. Once connected to a wifi, go to settings and enable data. This will allow you to "download" things without getting charged any bytes. Open a message with a pic or send a pic with a pic to see if this solves your problem. I'm not sure why this phone does this but I think it is because Verizon makes you buy a data plan and they want you to use it.
