I know a lot of sprint lte customers in Chicago bro first off. Second unlike u guys and vzw we don't have lte on this and that tower like Swiss cheese. Almost all of the towers on the westside has lte in them including most of the city. So there might not be that much traffic on the Tower not the network per say.

1.2? Seems eh... I usually get less in my house as I just did a speed test in my house and got .71 down. But yet just a few miles from here, in my schools gym, I can easily get 5+. I got a 5.70 when I did the test. I guess it really depends on the area. And I think those in the less populated areas my be getting less then optimal speeds.
