Okay. I have been looking at videos and what not but I want someone to officially say it. What exactly is Rooting? How can I guarantee certain features while rooting(live wall papers)? Can I install roms from other devices like make my Moment look like an Epic or something? Help!

Rooting is basically getting complete access to the filesystem on your phone. Similar to the iphone "jailbreaking" that was in the news a few months back.
There are different Roms that will have various apps like live wallpaper added and other apps like nascar, football etc.. removed. You can also install themes on top of the rom to change the looks.

At first it seems like a lot but if you spend a few hours reading and learning you will be very pleased with your end result. Here is a good place to go link
