Default need help finding this program to install 3rd part apps

Ok I had to do a hard reset cause my phone was auto restarting and I forgot the program I used to installed 3rd party apps.

IT did it through the CMD on Windows and you had to put your phone in charge when asked to use as a usb flash drive or charge. Can anybody help me?

Please.
