Car Charging Problem

I have a usb plug in car charger for my devour and I have a problem. Whenever I plug it in, the usb setting comes up on the device and my phone won't charge. But if the USB setting does not come up, it will charge perfectly. Is there any way to not make the usb connection come up on my phone so it will charge properly.
