I don't know for sure, but, based on its permissions list, it seems to want to have Internet access. However, permissions "that cost you money" lists only making phone calls.

The google play listing gives an email address for the developer; try sending an email to see if you get an answer.

If you are on Verizon, you can block calls and texts right from your user CP on Verizon.com
