Default Active Notifications needs mods!

Does anyone know if there is a way (or maybe an app out there) that allows you to customize your Active Notifications? I just don't find them bright enough, or colorful enough to capture my attention.

It would be great if instead of just the regular black-and-white slow flash (which I hardly notice), to be able to make them use colors, change the flash frequency, make brighter, move around or something, etc.

I find that I just noticed the colorful LED flashes on my old device more than I'm noticing Active Notifications now...
