Settings/General/About phone

There can be updates that won't show there, because they're minor bug fixes, but a new ROM version, or a major modification to an existing ROM will show. You should probably be running 4.4.2, if Verizon updated the mini that far.

That is the latest update.

You can always check for sure by going to the software update page on Verizon Wireless's web site for your device. Here is the page for the Droid mini: https://www.verizonwireless.com/support/system_update/droid-m.html

If you look at the link "Benefits of software update", it should tell you the latest update that was prepared for the phone model. As you can see from that page, 19.6.3 is the latest update.

... you can also go to Settings | About phone | System updates and select Check for system updates. It will tell you if you have the latest version installed.
