Do you need a SIM to activate the phone?

Hi, I just bought a used Droid Pro on Ebay to try out for a while. Do you need to have a SIM card in order to activate this phone? I would assume not since it is a 3g CDMA phone and does not have 4g LTE. I didn't know if it can be activated without one.
