Default French telephone service?

I'm a Verizon customer travelling in France with a Droid Razr Maxx and I must say I am less than impressed with the coverage I am getting. Then again, my daughter is with me and she has a Pantech Jest II and her phone is receiving excellent service everywhere.

So I wonder...

Do you think VZW purposely steers it's smartphone customers onto UMTS networks so it can reap more potential revenue via the PRL it loads onto our phones?

Just seems odd. My mother is here too with a brand new Droid Razr Maxx HD and she is having the same coverage issues that I am.

I wouldn't have thought much of it except for my daughters basic global feature phone that seems to have excellent coverage, everywhere. I don't believe that the Pantech Jest II is a steller preformer, at least at home its not.
