Welcome to the forums,
My guess is your tried to install a theme and it didn't like it or it was not meant for CM7. That said I am also guessing you did not back up your ROM before installing said theme.
Not trying to be rude only making an assessment. If you have a back up just re-install it and you will be back in business. If not you will need to reflash your ROM again.
A factory reset will not help as your ROM is corrupted. If CM7 and the gapps are still on your SD card navigate to them in your recovery, then flash them. Once that is done you should be back in business. When you load up your ROM and it is stable make a back up (whether in recovery or from ROM Manager). Then you can try installing your themes having a fallback that has all of your apps and such.
If your original ROM files are not on your SD card you will need to mount your SDcard to a computer, download a ROM (if CM7 then also put gapps on your card), then flash it from your recovery. This will again get you back in business. Sorry to say that either way your apps will need to be re-downloaded and your data will be gone.
