Default Factory Data Reset

I opened my phone and found the following message on my Droid...

"This will erase all data from your phonr including:
*Your Google account
*System and application data and settings
*Downloaded applications

It will not erase:
*Current system software and bundled applications
*SD card file, such as music or photos"

Is this the upgrade to Android 2.1?
If so, what happens to the apps I paid for...espicially MLB AT Bat ($14.95)
If not, what is this?
