Default Photobucket app

Does anyone know if Photobucket lets the visitor download photos w/o having to buy the photo first? I need to replace my MobileMe account by June 30th. I am willing to pay for the hosting. I want my visitors (family members) to able to download photos w/o having to pay for them.
