Hello my friend!
1) I also got an i1 from Nextel without the data plan, which is actually too expensive.
I tried the same thing as you, and got the same problem. The internet was working on the wifi, but the Market wouldn't, no matter how many times I tried.
This is due to the fact that in order to get into the Android Market, you'll need the Data Plan mentioned above. Yes, it's revolting, but it's true.
My advice is that you google for free apps and install them from the SD card, and transfer wallpaper and music through USB cable.
2) If you don't have the Data Plan (like me), you will only be able to use the wifi, there is no other way. I didn't really understand your question there.
