Default Wifi tether on stock rom?

Is there a way I can wifi tether on the stock rom? I've tried a few apps, but it says I'm not rooted (which I am)
I would really like some info on this please.

Yeah I use to have Miui, and I always used the wifi tether on that, but now I'm back to the stock rom, the only reason I don't use a rom now is because I no longer have the usb cable and/or a sd card adapter to put roms on my card.
Is there a way I can download roms straight to my memory card from my phone?
