There was an app that had the writing window at the bottom of the screen. It allowed the user to position the window on the note page where the writing will show up. Does anyone remember what that was?

That sounds like tab notes. Have you tried WritePad Stylus (if on your tablet)? It works a lot better with full screen and wrist protection!
