I have an eBay 99 cent Hong Kong 2.1 A duel port charger that I charge both my GNex and my Nexus 10 with at the same time. Not sure what you mean by fully charged, but they both report 100% charged if I leave them in long enough.

Default AW: Vehicle Power Charger

I'd buy this car charger for a Nexus10
It'll charge as sufficiently as the N10's wall charger.
