Default phone/tablet UI

It seems the n7 is going to use phone UI on the launcher, will that mean it will also use phone versions of apps?

e.g if there is a tablet and phone version of an app in the market will it be compatable with the phone or tablet app?

Since it is using a whole new OS (Jellybean) I guess we will have to wait and see.
