Forgive me, but you ran Wugs with 'Any build', selected?
Have you tried Rxpert's instructions on manual rooting?

Just used the latest
wugs to (finally) root my 4.2.1 N7. Beside it taking some time to clear out the old and install new drivers, back up and restore, it was very easy. What issues did you have when you tried to root?

The more information you give us the faster we can help you.
What have you tried?
Are you unlocked?

So you unzipped the folder you downloaded and left the 3 internal files zipped up and tried to flash those?
