NFC will pull up the app in the Play Store. so you would have to download it anyways.
it's basically a shortcut directly to that app's Play Store listing, instead of launching Play Store, searching for app, clicking on the result.

Just picked up my nexus 7. Can I use nfc to transfer all my apps or do I have to download all them again onto my nexus?
Or you can install drop box on both your nexus and your device and just transfer the app into drop box on your device and install it fROM your nexus using drop box
I use App Backup & Reinstall by NickyCho. This is a truly ancient app (Android v1.1 I think) but it still works fine on Jellybean. If you backup an app it puts the APK file in a directory called AppBackup. I copy the APK files to my PC then back to whatever I want to install the apps on.
if it's a paid for app, do we need to buy it again? or does it see that I've already paid for it once and download it for free?
Just wondering if I should wait to purchase apps until I get my Nexus 7 next week.
You can download the app for free on another device if you have purchased it.
I think the only exception to this is apps that have multiple versions - e.g. swiftkey has a phone and tablet version, if you bought the phone version its not compatible with tablets, so you have to buy the tablet version. This is the doing of the developer AFAIK.

ES File Explorer has the same functionality. It even backs up to the same directory (AppBackup)...

This is one of the things that I truly love about Android. Once you've bought it, you've pretty much bought it for life. I've have four Android devices and my paid apps live across all four devices. The only time I'm forced to repay for an app is when there is a tablet version vs. a phone version (what Crafty said).
I remember when I was on early versions of Windows phones. Every time I upgraded the phone, I was forced to rebuy the app for compatibility. Some of the app vendors even charged me for each upgraded version (ie 4.x to 5.x). It could get expensive...

I believe the fruit devices are the same as windows - i.e. by an app on one device and you'd have to buy it again on another.
