Suddenly Unable to Create App Folders

I've created numerous app folders since purchasing my N7 several months ago. Today the process no longer works. I use Nova Launcher BTW. Please help. Thx in advance.

What do you mean by it no longer works?
What happens when you drag icons on top of each other?

Make sure you are doing it very quickly because one of JB's new features is to move existing icons around to create space.
Use quick, deliberate movements.
