Default phone default location incorrect

I generally leave the GPS turned off and depend on the phone to know where I am by wifi. The problem is I live in Salisbury NC but 90% of the time the phone thinks I am in Seneca SC. Why is that? Seneca is about 100 miles away. Is there a place in the OS where my home address is listed that should be updated? Funny thing is my Asus tablet has the gps turned off and it seems to know where I live. WHy can my phone not figure it out?
