Depends what "on" means. If it is powered off, no.
There are apps you can use to locate the phone if lost (turn on gps, get a fix, sms or email the coordinates to some other account). I do it with tasker. If you lose your phone in the house you can also do one to turn off bluetooth (in case it's paired), crank up the volume, and start playing music.
