Default Google gPhone may have no cell carrier

Somebody check my logic on this:

Most of the current rumors about the Google gPhone is that it will be VoIP (data only), unlocked, and sold directly through retailers.

It sounds like, to me, that Google is planning on releasing their Android based phone with no cellular carrier at all. The device will work like the Kindle reader (unlimited 3G airtime). Google will least 3G airtime from a carrier (GSM or CDMA) and will either provide the service for free or at a monthly fee paid direct to Google for them to turn around and pay their leasing fees.

Google bid on the 700 Mhz C band when it was auctioned, but lost. If they had won, they had probably planned on leasing the C band to a carrier to build infrastructure, in exchange for a fair use of the band. It will just cost them more to lease now.

Any thoughts?

Whoops, well I just saw the "AT&T is already bidding for the business, and may be willing to sell data to Google, with certain conditions, for $20/month" part of one article. Sorry for the "old news"
