Default TOPS 8 GPS Problem

Hi, i need help to figure out, whats wrong with my GPS.

Ive got my new TOPS 8 and tried some things out, but no app could get even one satellite in sight. But i dont know, if its a hardware or software fault...
The phone got Android 2.2.1 and a build in SRIF 3 GPS reciever. Or at least i was told so...

I downloaded GPS Test and GPS Status, deleted AGPS data and downloaded new data. Then i stood nearly an hour under clear sky with GPS activated, but nothing happend in GPS Test and GPS Status.
Found out, there is system\etc\GPS.conf missing, rooted my phone and inserted a version for my country.
Still no reaction.Network positioning is working well.

Has anyone an idea, what i could try?
How could i figure out, if my GPS reciever is damaged?

regards, andi
