Email does't notify of new messages

Not sure if this is an Android issue or Pantech Burst issue. I upgraded to the 4.0.4 and my email does not notify me when new mail comes. I have to hit the email icon and then it loads. Or if my phone has been off and when i turn it on it will notify me. I have it set to check every 15 minutes. How can I fix this? I remember it used to notify of new mail at the top of the screen in the top left corner and also the email icon would show a number of how many emails.

pantech only supports 4.0.3 atm, theres bugs with 4.4 atm

I have no idea what atm is. I did a factory reset and now it works. AT&T said there was a step that called for a reset when I upgraded but I didn't see one.
