Most I can find just take pictures, not video.

Not sure if the free/basic versions support the video capture and motion detection, but I know the paid version of this dev's (Robert Chou) does:
I've been using these apps since 2010 and I absolutely love them. The dev, Robert Chou, is very responsive and is constantly making tweaks and improvements.
Edit: note--this app is for network/IP cameras; I just realized you might be asking about using the phone's/device's on-board camera for this the above app(s) do not apply.
