Help Text-To-Speach in Borwser - Can't turn off

I am running Android ICS/4.0 on my Samsung Nexus S (Sprint)

Just recently, Text-to-Speech (TTS) has "turned on" whenever I use my stock Android browser (and only in my browser.) Also, I am seeing an orange rectangle highlighting links that I select. All this is also slowing down the browser.

What I tried:
- I checked under System settings/Accessibility and "TallkBack" is OFF.
- I disabled TTS under "Manage apps" and that stopped the the voice from reading the text on the pages I visit but links I select are still being highlighted and the browser is still running slow (so not a good solution.)
- I downloaded a new browser (Chrome) and TTS is coming on when I use it too.

Other info:
- I am able to manipulate the "speech" under System settings/Language & input/Text-to-speech output, but can't turn it off there.
- Recently I did install Adobe Flash Player 11 so I thought for some reason that could be the issue. I uninstall Flash and no change. After uninstalling Flash, I uninstalled and re-installed Chrome (rebooting in between) and still no change.

At this point I am at a loss why TTS turned on when for my various browsers and can't figure out how to turn it off. Any ideas???? And no, I did not install any other apps recently that can somehow impact this.

no one. answered you RaffiM? How did you solve it? I am new at android but running same ICS 4.04 on Galaxy S3. At this time I have to use Opera for not facing TTS and that orange rectangle. It hapens the same in facebook and other apps with text entries.With stock browser and Chrome I am requested to login into my Google account continuously even when I am in. it's really annoying and as you I''ve tried everything in settings.

I am having the same issue with my Xperia S.
I do not usually use my default browser and today when I needed to use, this problem appeared.
I've always used the SVOX, and recently installed other TTS engines.
I installed the engines NUANCE and Loquendo.
Anyone else use one of these engines?

Disable web scripts in accessibilty solves this issue.

It could be accidentally activated when you click or tap on a web page. I figured out a way to turn it off. My phone is Samsung Galaxy S3. Head to Settings > Accessibility > Under vision section set 'Enhance Web Accessibility' to 'Not allowed', then restart the phone. The orange box should be gone by now.
Other android phones could try this: Go to Settings, then accessibilty. Under the vision section, notice there is this part "Install web script" - Do not allow! there u go
