No more MMS notifications...?!?!?!?

Hello All,
Im hoping you can help me out here with my issue.
So I used to get notified whenever I received an MMS with data turned off.
I could tell its an MMS but I could not read it.
In order to read it I would have to turn on my data and the message would show up( whatever it was picture or group message
or a High priority system alert from a server from my office)


Now 2 weeks ago I dont know what changed but this stopped happening.

So I turned on my data one day and I started receiving all these MMS messages that were like a week old.
(one of them was an alert from my office)

which means i was not getting any MMS notifications.

and in order to get MMS notifications I would always need to keep my data on.
How do i get my old setup back which I used to get notified whenever I received an MMS with data turned off.
and In order to read it I would have to turn on my data and the message would show up.

Im on family mobile FYI. Im using stock Nexus 4 ROM. No Root.
Im using GO SMS PRO & switched to CHOMPSMS

Please help me !
Any responses are monumentally appreciated.

Thanks. If it started with the update I'd reckon it's more likely the OS than the app, but it would be interesting to know whether a different default app would change it? I say "default app" because that's one of the new features: you define one message app as your "default" app, rather than all message apps being equal.

So to be sure, prior to the update your situation was like the original poster's - with data off you got a notification, had to turn data on to get the message - and now you don't get a notification unless you have data on? Or do you just not get notified of MMS full stop? And you do still get notified of SMS? Just want to be sure of the exact symptoms, as these might help someone.

Have you checked your APN settings? I don't know about ATT, but some carriers (including mine) use a different APN for MMS than for regular data, which means if that is lost you can have data working but not MMS (on the plus side, it means you don't need to turn data on for MMS to work). So with any MMS problem that is the first thing I would check.

I have not tried a different default app. However, this issue did not start until the update. Before the update a mms would show up when the sender sent it (it would not sound a notification) but would be there to open. Now i have to turn the data on for mms messages to be "delivered". SMS come through fine. An example, a friend and I were texting and in between SMS conversations they sent a pic I had no idea one was sent until the mentioned it, turned data on and it came through. Before the update it would have been in messenger when it was sent and although no sound showing it was there I would have seen it when I received their next SMS and turned the data on to open. The APN is up to date, I think anyway, before this issue I was unable to send or receive MMS even with the data on so I called AT&T and obtained the APN settings. The APN type is default,mms,supl,hipri,fota in case you needed to know.
