Help Samsung Galaxy Proclaim "Unable to Authenticate"......could I possibly...

Here recently I bought a second hand Samsung Galaxy Proclaim to have my phone number switched over to it.for my temporary use while I waited for the android I normally use to be repaired and sent back to me.

Upon getting home and charging the Proclaim, I went to power it on to proceed with transferring my phone number over to it and discovered that not only had the previous owner failed to reset it, she had also forgot to remove the screen lock. Long story short, u was finall able to perform. Factory Reset ( after being asked repeatedly for some code to be entered prior to it to complete the reset. Anyhow, since I reset it, I am now having yet another issue.

When u attempt to call customer service from the device as I have before to switch phones, the following message is played: "IWelcome to Verizon wireless. I'm sorry, we are unable to authenticate your phone. Please try again later or try dialing #8899."

I've tried #8889 ,*228 and I've tried #832 as well as *22980..... I get nothing.
Can I , I don't know, maybe re flash the original hardware, firmware, etc ...or maybe root it and install a custom ROM and possibly be able to activate and transfer my phone number over to it then?

If so... Could I convince one of you very amazing people to explain step by step what I need to do and how to go about doing so? I've rooted 2 phones ever (both worked wonderful after, it was my children that were finally the demise of those two phones) but its been a few years and I'm so not entirely sure I'm comfortable attempting anything now without advice from one with far more experience than myself.
