I believe its under settings>more>mobile networks>APN. Once there hit menu then select restore to default. It worked instantly for me. No need to reboot or reinstall anything. Although rebooting couldn't hurt.
Here the message I get when I use stock ROM. With three different SD cards, all formatted first.
Check sd update pkg is exist...

oem version list check error
EDIT:////
It sounds like I never actually got to perform a force install. I tried with 3 different SD cards different brands, formatted each time, and I still got the error message above error writing files.
That's probably why when I tried to do the wipe data, it restores to a point with the missing MetroPCS apps that I deleted when I had root access.
Why am I not able to do a force install with that Stock Rom? The phone otherwise works, I can perform a wipe date. It just doesn't bring me back to the condition other than from when I first purchase the phone.
Any help, I'm not trying to return my Vitria or sell it, I actually love it. But I think along with bloat that I previous deleted, I got carried away and deleted some system files.
Now some apps crash from time to time and just overall weird stuff happens. So I just really want it all brand new even with the bloatware, LOL, just so I know I'm working with a phone as its suppose to be.
its the ota update, just tried it and it blocked the install with that error, the otaupdate changed the OEMSBL version number so the previous update no longer works.
its actually oemsbl version list check error, so now I'm in the same boat -_- gonna have to find a way to downgrade.
and when I said B139 above I meant B137 theres no B139
hopefully the modified version of the update I'm uploading will help, it let me bypass that oemsbl bs and then reinstall B132, I tested reinstalling the update and then going back to B132 again also afterwards.
Ugghhh im on the same boat again and i did the OTA update....this happened again because I used rom tool box and i honestly cant remember what the hell I changed, i know i was trying to get rid of the metro pcs logo and i wanted to put an aokp the pink horse... and i get nothing just metropcs logo all over and over again
Kain now that we are able to get back to the stock ROM after you added the downgrade ROM.
I never can update to the latest B137 after I restored my phone to the stock ROM.
It tells me every time I reboot to update and throughout the day to restart and update, but when I tell it to update and it reboots it fails and says aborted.
