Unable to install Play store 3.5.16 on Eclipse 1.3

I just installed Eclipse rom 1.3 and it's still running "market". So I download Play store 3.5.16 and when I try to install, it say "application not installed"

I have the setting set to allow installations from unknown sources.

Any thoughts how to get the market upgraded?
