To Force The Samsung Bug Fix Update Follow These Simple Instructions:
AS OF 3/13/2010 IT SEEMS THAT SAMSUNG OR TMO OR WHOEVER HAD JACKED UP THEIR BACK END SYSTEM HAS NOW STRAIGHTENED THAT OUT AND IT APPEARS THIS PROCEDURE IS NOW WORKING

The Effectiveness of This Procedure Seems To Be In Question. There doesn't seem to be a downside to trying it, however most people report that either it doesn't work or that the update appears to happen and after reboot there is no change to their phone. For me personally this worked flawless the first time I tried it, however after having to ODIN, I am now unable to get the update to re-apply.

Assumptions :
You are using the STOCK ROM. BH_MAN's Hybrid ROM will not work as Device Management is DISABLED. I can't speak to the GALAXY ROM so to be safe ODIN back to Stock.
You're battery is above 50%
You have a Solid Signal (3g seems to be required)
You Are Using the TWLauncher home screen - You can not be using a different home screen.
Steps:
If you dont already have AnyCut, Download and install it from the Market Place
Long Press an empty spot on your desktop
Select Shortcut from the context menu
Select AnyCut as the ShortcutType
Select Activity from the AnyCut shortcut type
Select Device Management from the list of Activities
You can rename the short cut if you want to, but it's not necessary
Click "OK" - the short cut should be created on your desktop
Click the short cut to launch Device Manager
Select Start DM
You should immediately see a pair of red and blue arrows in the top left corner of the screen - these are in a different location than the usual "Getting Information" arrows that appear more towards the middle of the top of the screem
After a minute or so you should be prompted to install the update.
If the arrows disappear and you are not notified of an update proceed with step 14
While still in Device Management - hit Menu then select Software Update
1 Hour should be selected - hit "OK"
You should now see a clock next to the arrow icons in the top left corner of the screen.
Reboot the phone.
After restarting open Device Management using the desktop shortcut.
Select Start DM
This should now initiate the update.

Thank you for this... Seems my Problem was the Edge network... Got to a 3G location today and was able to run the update.
For what it's worth, I Changed my Settings To lab! Hoping this changes how the Update is effected, will let you all know Soon!

I can only say that while I was on BH_MAN's Hybrid ROM I had the same issue, when I ODIN'd back to STOCK, Device Management worked. I would suggest ODINing and be sure there is a Factory Reset (icon shows a box opening and phone coming out on first boot). I have noticed that doesn't happen every time I have ODIN'd and I think that explains why I have had "flakiness" in the past. If you don't get the "Unboxing" graphic on restart I would just ODIN again immediately and see if that get's the "Unboxing" graphic.

Before You hit Start, Go to settings, there is Profile in there.. Default is set to production.. I changed mine to Lab
Btw way, there is Ton's of goodies in there!! Hit the Menu key while in the DM settings
Also seems the Updat stops while on the Edge network. Off to my Mother's again to get 3g again to download the Lab Update, or see if it lets me.

Odd, you shouldn't have any Problem on a stock ( Odin Restored ).
Yeah, I'd do a factory reset, if that don't work.
Well, then try doing another Restore using Odin, then download Anycut and follow the direction posted

Reboot your phone then try again, I was able to get he arrows but everytime I start the damn thing it drops the 3G and you more than likely need to be on 3G to receive it.

Factory reset did it. Have the arrows now. We'll see what happens. Thanks!!! I switched the settings to LAB even though I have strong 3G here. The arrows only stayed for 20 or 30 seconds in PRODUCTION.
So, My wife's phone is exhibiting the "DM is not initialized" issue. Her phone has never been rooted or had an alternate ROM. I'm going to try rooting first and see if that solves the problem.
So I was able to initiate the update on my wifes phone. After switching to TWLauncher I could initiate the Device Management, but the arrows stopped after only a few seconds. I then set the update to start in an hour (while in Device Management hit menu then Software Update, 1 Hour should be selected, hit ok) and then rebooted the phone. At this point there was a clock as part of the Arrow Icons in the top let corner. When the phone completed rebooting the clock/arrow icon was there again. I started Device Management using the desktop shortcut and about 30 seconds later I was notified I had an update to install. I will update the OP with this...

I thought when I did it it might have been random glad to see its working
I've done this, It wont work as it is the same as selecting update from the phone menu. I still had to just wait for the update to happen on its own. YMMV

I'm sure that wont work. DM is just a client program that talks to a server back at HQ. Since they are doing the update via IMEI numbers, if you aren't on the list yet, DM won't do anything. As its been said many times, call Tmo and have them check your IMEI number. Also reported in another post, it seems if you can get to a high enough level rep, they have access to DM and can push the update.
AHHH, I have the answer, be SURE you are using the TWLauncher and not a third party Home screen...
Finally, something is working - I think this was the key. Add in a reboot or two, I finally got DM working (not the stupid "not initialized" message) and I got the arrows/clock icon. Hope I actually get the dang update now! Thanks to everyone who helped figure this out.
EDIT: Nope, no update yet ... Maybe sometime in April? They must be pushing updates to about 3 phones per day. I did get the false alarm situation, where it tells me there's an update that will install, then it reboots and there's no update.

I'm just impatient, and since nobody seems to know what the hell is actually going on, I'm willing to expend a little effort to see if I can get the dang thing updated! I've begun to think that, as far this whole charlie foxtrot is concerned, ignorance would be bliss.

As has been reported, have you called to have you IMEI number checked? Maybe ask if they can push the update to the phone? If they dont know what you are talking about, ask if you can be transferred to the android/smartphone department and ask again. Some high level reps have access to the DM backend, well I'm going off of one users experience of having the update pushed to the phone while on call with a rep.

That may be the next step - I did call a few days ago when the IMEI tip started floating around; I read off my IMEI to the rep, and she confirmed that I had the B2, then started going into a standard spiel about the update process. The call got cut off at that point, and I didn't call back b/c I knew what she was going to say and my main purpose was to make sure they had the right IMEI. I don't suppose it would hurt to double check, I guess, but I may be best off at this point just avoiding the forums and trying to forget that there is an update going around. Then again, all this tinkering is a good way to learn more about the phone (and android)
I just called, got tossed between a few teams, but the last one took my number and said they would call back when they had a real answer.
When you speak to them, make sure to let them know that it was supposed to be the 28th & it's been a week so you would have gotten the update in the weekly update. I also mentioned that I had a few bugs that are fixed in the update (vibration, sd card, etc)
I'm going to call back in the afternoon, and may pull out the get a Droid card to see if they can elevate it before I leave. (I'm off contract.)

Hm...got that somewhat same BS from tmobile rep. She said theres no way she can check my IMEI # to see if its match and that they have no ability to do a push update to my phone. Should I call again and ask for supervisor or something?

Let me clarify a bit, the fact that google was mentioned was false, they are not involved in this process at all. It was a fix designed by Samsung and delivered by TMO.
