Default Ringer Volume

Why does the ringer volume starts low, then goes to normal volume?

Is there a setting or a fix?

No setting not sure about a fix. It's designed that way. I like the feature as it gives me the ability to decline a call if I'm in a meeting before it disrupts anyone else around me.

BTW, this has already been discussed, search is your friend.
