This issue started about 3 months ago and has been getting worse. Random times throughout the day when i'm texting someone or on the internet typing the menu will come up and then it will go down then back up. It will do this for about 30 seconds before stopping. I can put the phone down and the menu bar will still go up and down. Anyway it goes on all throughout the day and it's starting to get on my nerves. Has anyone heard of this problem or know how to maybe fix it?

Did this start after you upgraded to ICS? You can try clearing the system cache and if that doesn't help, try doing a factory reset. Have you tried?

This is a known problem. This thread contains the primary dialog regarding this problem and getting it fixed through Sprint.
