Default GPS and Enhanced 911

Will enhanced 911 work better if the GPS is turned on? Most people say leaving the GPS on uses battery, but I've read that the battery gets used only when programs access the GPS. If having GPS on does improve enhanced 911, and if leaving it on doesn't use battery, then that would argue for leaving the GPS on all the time as a matter of practice.
