Default Yes you can turn off 4G

The instructions are right in the manual - Settings > Mobile Networks > Network Mode. Enable "GSM Only" and you will disable 4G/3G and only be using the EDGE network (2G).

Are you serious? That is ridiculous. I'm returning this phone. I have to turn off 3g?

I have the 1st Exhibit, and to tell the truth I've never seen 3G on my phone.
It's either 4G or Edge...I even Googled it once to see if it even had 3G, never found anything.

EDIT: Looks like I posted alittle too soon.
4G where 3G doesn't work?

I have my phone currently under SimpleMobile.

On the plan I picked was 3G, and I get 3G. If I am out in the country or something my phone will sometimes switch over to EDGE.

There is an app you can download, called power control. I use it for the screen brightness settings and to watch the percentage on my battery.
but it also has a button to let you switch between 2G and 3G :]

it has toggles for;
USB
Airplane
WiFi
Bluetooth (only 2.x)
Silent
Lock Pattern (<2.2)
Brightness Toggle
Brightness Slider (with auto for 2.x)
Sync (only 2.x)
Orientation
GPS
2G/3G
Stay awake
Always On
Screen Timeout
Wifi Lock
