Question about the Exhibit 4g 2 and partner 3g data.

I just got the Exhibit 4g 2 and tmobile coverage is spotty in my area. Though there is full partner 3g coverage here, AT&T. I can connect and talk/text on at&t but can not connect to data.

Is data locked out or is there some configuration that I need to do to connect.
