Lightbulb Exhibit II Vibrate Issue (solved?)

My Exhibit II has not vibrated for anything but phone calls since the phone was purchased or very new. Dismayed by missed texts and calendar alerts in Vibrate mode, I contacted Samsung web support. After a 45 web chat, I was told that I need to call regarding this issue. I called and spoke with an extremely nice Samsung rep. However, she was not too familiar with the inner working of the phone beyond the typical script and her picking an Exhibit II to use while we talked.

At the end of the conversation, she said that the Exhibit II may not be able to vibrate for anything but calls since there is no explicit vibrate option in the Message settings, but I could send it in under warranty and they may or may not be able to do anything. She wasn't optimistic. (Her explanation didn't make sense, since the phone can vibrate and the Android OS supports using it for all notifications, but oh well. She never mentioned that a firmware upgrade was on the way.

Today I learned about the new firmware upgrade to 2.3.6 and installed it. It didn't solve the problem. Later, I installed the "Vibrate Tools" app to see if that could make it vibrate for at least SMS and email. It did! But here's the strange thing: After uninstalling Vibrate Tools, the Vibrate feature is still working for SMS, email, calendar, etc. (And a few things I really don't need it for, like battery charged.)

Has anyone else experienced this issue? What (permanent?) change did installing Vibrate Tools make that resolved this problem?

And how can we prevent vibrating for some annoying things (e.g. battery charged) but still allow it for others? I'd prefer not to have more apps running if at all possible.
