Voice to Text Messaging Problem

I have just found out that when I use the Voice to Text message microphone in my Samsung Ace 2 it does not work unless I am connected to wifi. I don't understand as this should be a function of the mobile phone service company and function independent of wifi just like regular text messaging does. Is there another Voice to Text app that does not require a wifi connection I can use easily.
