Ram stands for random access memory.... It runs all your application.... Apps you moved were stored in internal memory so that won't effect.... Your phone supports multi tasking.... That means your ram is full because you have many apps running in background.... You need to clear ram... And also a good task manager with help a lot..... For more information google search...

Moving apps to your sd will not help with ram, since ram is only used when you open an app.

Also, moving apps to your sdcard often causes problems so be careful doing that.

Unused ram is wasted ram. Android (esp GB and ICS) handles memory quite fine on it's own without your intervention. By keeping an app memory resident, you can reload it quicker.

IMO you are worrying about nothing.

250 out of 398 is not a problem. Ram is used here to keep apps in memory for faster opening, so having it well used is good. Also, android manages ram effectively so if it does get used up, some apps that are not being used will be killed to free up some ram.
