Default Mute camera?

Can the camera app's focus and shutter be muted?

In some jurisdictions, muting the shutter sound is illegal so many cameras don't have these settings.

You may be able to root the phone and replace the focus and shutter sound files with empty files.

When my iPhone is on vibrate, the camera shutter is "silent".

The Gear's shutter sound is on by design, specifically to alert people to someone taking a sneak picture of them.
