Default Touch Screen Not Reponding

Hello, I did a restart to my phone without anything special happening to it but when it came back and asked me the PIN code for my SIM card
i couldnt insert the numbers, and i noticed the whole screen isnt working.
I removed the SIM card and was in the home screen, but for some reason the arrow that brings up all the apps was highlighted and it seems like its stuck on it and now nothing works exept the physical buttons. What can i do? thank you
