i sent a email to t mobile about 2.1 and they replied

Thanks for your email Andrew, asking me about the Samsung galaxy portal be getting android 2.1
I'm sorry to tell you that at present android is not available with us and I can't tell you when it is available with us . However, the latest version which T-mobile build is 1.5. I'd request you to visit our website to know about the latest software updates by clicking here
