Default Can't Update OS or Hard Reset

I have a Nexus with 4.02 on it. I keep getting told that there is an OTA update. It asks if I want to install it, I select yes, the phone restarts and gets stuck on the google logo. Sometimes I will see the download screen (I've seen this several times) and sometimes it will complete the download and tell you to restart, but you never see the installation.

When I try and do a factory data reset, it does the same thing, restarts and gets stuck on the google logo.

The only way to get it to reboot is to pull the battery and nothing ever happens with regard to either the reset or the update.

Does anyone have any suggestions? I have a feeling this will involve a trip to Verizon.
