Default Editing/writing on photos like you can with screen capture?

I'm loving the Note 10.1, very handy/useful features. One thing I love is the ability to take a screenshot with the S-Pen, then immediately write on it/edit it.

However, I then wanted to do this with photos already on the tablet. Is there a way to do it, the same way you do with screen capture? When I click edit, it just wants to open the movie editor or Photoshop but, neither of those are what is used on screen capture.

Open s note, new note, change background and pick your photo.
