Default Wifi is not working. In a way I never experienced before

Ok. I was watching youtube videos on the galaxy note 2, and then the video started buffering. I looked at the top of the phone, and the wifi turned off and went straight to 4g. I went to turn wifi on with the droptop menu, but it would reset my phone. When the phone booted up, I tried to turn on the wifi again with the droptop menu. It froze and reset again. I went to settings, tapped wifi, and I turn it to "on". After 5 seconds, it goes back to off. It wont even attempt to connect. Doesnt even give me an option to add a wifi spot. I drop down the droptop menu, and the wifi color is shaded green like its "attempting" to connect to wifi, but the green bar under it never connects. Its not my wifi, as my other phones and tablets work fine. Anyone have any ideas to what might fix this issue?

Which carrier are you on and are you rooted ??

Also I know you said you device rebooted, have you tried a 30 second battery pull, reboot does not always close all applications as a battery pull will, report back.
